From the transcript
Many implementation items have never been tracked or difficult to track, and most plans have no time horizon for when their action items should be completed. So that's one thing as we went through these, some plans have really long lists of implementation items. We've never really tracked if those are being completed or not, and there isn't even really a discussion of are those ever going to be completed in a reasonable amount of time. So this map shows any areas in blue are the areas that do have a plan. And the areas without are the ones that don't.
