Agreements could proceed before all the required documentation was received and approved, meaning there is a certain process that takes place in which we have to— when you go through Title VII and you work with the purchasing department, you have to follow certain tasks before the item can even be executed or in queue to purchasing. An example of that would be updated COI, which is a certificate of insurance, which meets the contractual needs. And there was incomplete files, limited monitoring, and audit review. We have now used a standardized documentation checklist for this, in which each of the planners or each of the managers as well as the program manager uses this to make sure that everything is in process before it finally gets executed so that there are no delays.
