From the transcript

Since our last council meeting, there have been several exchanges between, uh, Mayor Pro Tem Brandt and our city attorney, and I think there's been input from a whole bunch of people on this. Uh, there's been— in front of us here on the dais is a substitute for their particular ordinance that's before us right now. So it essentially be a thorough amendment of it, and it addresses some concerns that the city attorney had, and also that one of the utility workers brought to our attention today with a testimony, which I'm not sure has been read into the record or not, but Mr. Benkley's testimony. I'm not sure if the clerk has put that into the, the record. Anyway, um, the substitute ordinance, I think, um, addresses a lot of the concerns or issues that the city attorney brought up.
