Yeah, thanks. Yeah, totally heard. The other, I guess, I want to understand a little bit more, at least as it is right now, the Build Now provision. So as you said, I understand the general purpose of that seems to be reward communities that are getting more housing built and, you know, have a negative incentive for those that aren't. So I think, you know, that obviously if you're, you have a challenging building environment, then it's, it could seem like punishing a municipality that isn't, you know, isn't doing enough, which, you know, it's, it's a whole conversation.
