From the transcript

A centralized online notification would provide several benefits, including improved accessibility that would be available to the public at no cost and without requiring paid access to a particular publication. Increased public awareness— notices from different city departments could be published on a dedicated web page that would provide a consistent location for residents, property owners, businesses, and other parties to find city notices. Greater efficiency— the city would have greater flexibility in publishing notices without being constrained by the publication schedule of an outside newspaper. Reduce costs. Public funds could be directed towards methods of notification that provide broad and convenient public access while reducing reliance on increasingly costly publication requirements, which have nearly doubled in the past 2 years.
