To achieve FID, you'll need to have all your debt financing lined up. In this particular example, 10.85 billion of debt financing by the Banks, you also have to have raised equity capital, in this case about 4.65 billion. Once that 15.5 billion is secured, you then have the financing available to take final investment decision.
