“if I'm reading this correctly, it's the intent of the sponsor that if we did not build 3,000 homes anywhere in the next 10 years because of any reason— interest rates, materials costs, labor, anything of that nature— these changes would still sunset, even if the fact that we didn't produce 3,000 homes was unrelated to the zoning reform.”

I'm also curious about the threshold for production. So 30% of 10,000 homes is 3,000. And so if I'm reading this correctly, it's the intent of the sponsor that if we did not build 3,000 homes anywhere in the next 10 years because of any reason— interest rates, materials costs, labor, anything of that nature— these changes would still sunset, even if the fact that we didn't produce 3,000 homes was unrelated to the zoning reform. Is that the intent, that it's 3,000 homes or nothing, or this goes away? I think that's a good— that's a good reason to have a look-back period, and I appreciate your amendment to have a 5-year look-back period to assess whether that's been effective.
