From the transcript

It will help alleviate our administrative burden, and it will become like a security blanket throughout the whole state. But I do intend to support this. I just, I want it to be known that the heartburn I feel of using next year's, like, BSA, like the money that could be able to adjust next year's BSA-related shortfall, it comes at a huge cost. And really the only way to avoid it is to either hire a bunch of administrators, which is what we're going to do in the short term, or to have a state government come in and say, we will guarantee meals for all students and make it a much more efficient program to administer.
