The settlement was never intended to leave our tribe outside of acts of Congress simply because our act came first. The non-tribal parties to the settlement, have been informed of the tribe's approach to the permanent trust fund and support this legislation. I ask that their letters of support be included in this hearing record. Since the enactment of the Settlement Act, the Puyallup Tribe has built the governmental capacity, professional expertise, and financial integrity needed to serve our members. It is time that the tribe is allowed to seek approval to manage these resources so we can once again provide meaningful and lasting benefits to our people.
