"if you're going to put a rule in place, you got to make sure it ties to the goal. The goal is to keep the water clean. So what we don't have is kind of a robust system in here for testing the water, because if the rules that we have now and the violations we have now aren't polluting the water, then maybe that's not a problem. Or if the water is more polluted than we think, then we need to tighten it up."

Um, what I don't see in here is a real robust way yet to take care of that, to make it easy for people know that they might be in out of compliance if they're within 75 feet before they buy the property, before they build it, before they put the foundation in. And then the one thing not in here at all that I think is maybe the most important thing is, if you're going to put a rule in place, you got to make sure it ties to the goal. The goal is to keep the water clean. So what we don't have is kind of a robust system in here for testing the water, because if the rules that we have now and the violations we have now aren't polluting the water, then maybe that's not a problem. Or if the water is more polluted than we think, then we need to tighten it up.
