Today, the income generated by the Federally Invested Trust Fund has declined so significantly that much of it's consumed by the board's operating costs. Too little reaches tribal members. Maintaining a separate administrative structure also duplicates the work of the tribe's experienced and well-trained government staff. In fact, the tribe has absorbed many of the programs that the fund used to pay for. Although the Settlement Act allows the board to dissolve it, it does not allow a way for tribal government to assume the management of this fund.
