Public investment rarely produces the kind of hard, publicly available drilling and reservoir data that private capital needs before will commit to the next project. This legislation is designed to break a specific deadlock. No one drills because no one has proven the geology, and no one proves the geology because drilling without more certainty costs too much. Milestone-based financing is designed to help break that cycle. The bill also prioritizes projects on or near Indian land, which puts ultra-rural communities in geothermal-rich corridors squarely in scope.
