From the transcript

So we had testimony in October of last year that proposed to increase or remove the 50,000-pound vessel use cap that's specific for CQE drive sablefish and to look at at it for IFQ in the Aleutian Islands. It was stated that this cap is a barrier to full harvest of the CQE sablefish IFQ as current holdings would require 13 unique vessels to fully harvest this CQE group's full sablefish quota share. So there's some background on the regulations here. CQE regulations limit a vessel to harvesting no more than 50,000 pounds of sablefish derived from a CQE's quota within a fishing year. This 50,000-pound limit applies to all CQEs.
