I would also encourage the council to request clarification from NMFS and NOAA general counsel regarding the applicability of phase-in authority and any available procedural flexibility should important scientific questions remain unresolved. Finally, I support the AP's recommendation to restore comprehensive annual fish— sablefish— annual sablefish surveys and strengthen the use of commercial size composition and catch per unit effort information. We are not asking the council to compromise conservation. We are asking it to ensure that a decision with substantial biological and economic consequences rests on the most complete and defensible scientific record available. Thank you.
