From the transcript

I don't remember exactly the day. It was earlier in the week, and it I finally got a chance to— and this is on me, completely on me— finally had the chance to talk to the mayor and the clerk on Friday, and I knew my deadline was to get this in. I think the clerk said by 3 o'clock today, and so my goal was to get it to you by noon. If I will say, these types of ordinances are legally tricky, and I fully understand the policy. I'm not challenging that.
