“We have fished all of our quota consistently over the 14 or 15 years that we've had quota share. We represent about 85% now of the Area 3A quota. And so the statistics relative to the amount of quotas being fished by the CQEs are substantially skewed by the inclusion of the ADAC data.”

From the transcript

Most of the tables and the information relative to the amount of CQE that's been fished or not fished is with regard to ADAC's ownership of halibut and sablefish quota. Those tables should be revised and ADAC should be treated as an outlier within the CQE program because that's what it is, Mr. Chair. I can speak I should have said that I've managed the CQE's Cape Barnabas Inc. for Old Harbour and Yuzinki Community Holding for Yuzinki since the inception of the program. We have fished all of our quota consistently over the 14 or 15 years that we've had quota share.
