Well, to level set, I think the current state of DOT is unacceptable and is failing Alaskans and is failing the contractor community. And there are tens of, if not hundreds of millions of dollars of federal money that have been forfeited because of the state's inability to run a STIP and work with the federal government and get that 9-to-1 match. And that— if that's not a lose-lose, I don't know what is. So first order of business is depoliticizing DOT, not trying to centralize power in the commissioner's office, and making sure that professionals who are competent are administering a STIP and getting every last federal dollar available. I think the STIP process should be done in partnership with the contractor community and communities and reflect community needs, but the failure to not get the full and maximum federal match is frankly a patriotic duty of the governor and should be a patriotic duty of DOT leadership, and I don't think we're there right now.
