From the transcript

September of 2025, the shelter appeared, and it felt like it was kind of forced on us with no notice. And to quantify the difference, this is a transient part of town with the, the bus stops on Third, but based on just what we see on the corner of Third and Sitka, it was an immediate 500% increase, an immediate 500% increase from September of 2025. And I, I understand the, the justification and need for cold weather shelters, but it seems to have been a crescendo over the summer, especially in the last few months. And in my mind, and this might be outside the scope of this hearing, but a model for a shelter, it's been mentioned before me, we're taking some of the most vulnerable of society and putting them in a box with the predators of society. And the model itself needs to be questioned, especially outside of the coldest months of the year, because they haven't needed cold weather shelter for the last several months.
