From the transcript
In year one, applicants provided information at the LOI stage, waited through a review period, which was rather lengthy, and then had 3 weeks to develop the full application. We're going to streamline that this year. The process will move faster. Second, the questions will be more tailored to fit your project. We need more information to help with evaluation, but we also don't want applicants to be having to answer questions about equipment if you're not planning to buy equipment, or provide a bunch of information about workforce if your project really doesn't have anything to do with workforce.
