From the transcript

Under federal law, we have a 20-year mandatory minimum sentence if you are convicted of distributing drugs that result in the overdose or overdose death of someone. And we often hear that even when we report it, nothing is happening. But I'm telling you, you need to report it and report it and so that we build that history.
