From the transcript

We do obviously, through this audit, have noticed that our documentation was lacking and our overall ability to monitor and assure that the documents and processes were being adhered to. And one of the last things that we have worked on within the last year and a half is continuous improvement and making sure that we do deploy any funding, that it is intentional, that is well thought out,, and that it's really meeting the need of the community. So really the objective that we had was to evaluate the administration of the CDBG program. The scope was just focused on the grant agreements, the contract administration, procurement, monitoring, public participation, reporting, and documentation. That resulted in 9 findings, and we at the Health Department as well as the municipality concurred with the recommendations that internal audit put forth.
