Railbelt technical panel meets Aug. 12, tariff and finance Aug. 13

How Railbelt utilities recover the cost of running the region's backbone transmission system, the grid serving roughly 70% of Alaskans, is being shaped in meetings the public cannot attend. The Railbelt Transmission Organization has scheduled three closed subcommittee sessions for next week.

The Technical Subcommittee meets Wednesday, Aug. 12, at 8 a.m. The Tariff Subcommittee meets Thursday at 2 p.m. The Finance Subcommittee meets Thursday at 3 p.m. Each notice carries the same line: "Per the RTO's Bylaws, the RTO's open meeting provisions do not apply to subcommittee meetings, therefore this meeting is not open to members of the public."

The RTO's own notices state that a subcommittee "can only advise or make recommendations" to the Governance Committee and cannot set policy.

The organization's regular meeting on Friday, Aug. 14, at 10 a.m. is different. It is conducted under AS 44.62.310 in the Alaska Energy Authority Board Conference Room at 813 W. Northern Lights Blvd. in Anchorage, and the public may attend in person or electronically.

The subcommittee work bears on rules the Regulatory Commission of Alaska will decide. The RTO filed its proposed open access transmission tariff with the commission on July 1, 2025. That tariff sets how backbone transmission costs are recovered across the system, and it requires RCA approval before it takes effect.

For ratepayers and public commenters, that access matters. Tariff and reliability-organization decisions can change the transmission-related costs customers ultimately pay and the rules under which the Railbelt grid operates. The five Railbelt utilities, Chugach Electric Association, Golden Valley Electric Association, Homer Electric Association, Matanuska Electric Association and Seward's municipal utility, are engaged in the same planning, funding and tariff work. The costs they recover flow through to their customers' bills.
