Kodiak names a third person to run the borough when the top two are out

Kodiak Island Borough now has a third person in line to run it. The Assembly voted unanimously Thursday to name Engineering and Facilities Director Cody Allen to take over whenever the borough manager and her designated backup are both away or unable to serve.

That means Manager Amy Williams and Seema Garut. When both are gone, Allen picks up all of the manager's duties and gets a 10 percent bump over his own base pay while he is doing them.

Williams said the engineering and facilities director is the right fit because that job is "more involved in the daily activities" of the borough than most.

Allen could not have taken the role earlier. The borough changed its code to require two years of service before anyone can serve as a temporary administrator, and he only recently passed his second anniversary.

His first turn comes the first week of December, when Williams and other borough officials will be at the Alaska Municipal League conference.

The borough has set this up before, naming Community Development Director Chris French in August 2025 and Jena Hassinger in 2022.
