Fairbanks senior commission weighs asking mayor to speed Senior Center bus shelter

The Fairbanks North Star Borough Senior Citizens Advisory Commission meets at noon Thursday, Oct. 15, in the Chizmar Conference Room of the Juanita Helms Administration Center to consider a letter. It would ask Borough Mayor Grier Hopkins to move a covered bus shelter at the Fairbanks Senior Center into a near-term year of the borough's Capital Improvement Program.

On paper, the shelter sits in the program's unfunded "Beyond 10 Years" category, with potential completion as late as 2037. On the ground, riders wait at a bench that recently replaced a folding chair placed under a tree, according to the draft letter in the meeting packet.

The stop serves Senior Center patrons, residents of the adjacent Moore Street Senior Housing, the Pioneer Home and surrounding neighborhoods, the letter says. It describes riders exposed to rain, ice, snow, wind and sub-zero cold.

"Expecting vulnerable residents to wait outdoors in harsh weather for another decade

severely restricts their mobility and independence," the draft says. Chair Denise Daniello signed it. Dated Oct. 16, the day after the meeting, it describes the commission's recommendation as unanimous, though that vote has not yet taken place.

The letter cites Alaska Department of Labor and Workforce Development projections showing the borough's population age 80 and older growing from more than 2,300 in 2025 to nearly 3,400 by 2030, a 44% increase. The population age 65 and older is projected to rise from more than 13,600 to more than 15,000 over the same span, a 10.4% increase. The letter calls the shelter a "high-impact, low-cost safety improvement."

Vice-Chair Carol Anthony asked at the commission's July 9 meeting to put the shelter on the next agenda, according to draft minutes.

The commission advises. It does not set capital spending. Hopkins decides whether to act on the recommendation. The Borough Assembly adopts the Capital Improvement Program each year and adopted the current one, for fiscal 2027, in February under Resolution No. 2026-04.
