Public Comment Deadline: POA-2025-00475 v1.0 Water Quality Certification
About this event
The Alaska Department of Environmental Conservation (DEC) has received an application for a Clean Water Act Section 401 Water Quality Certification from Jeff Dyson for the 'Alsop Canal - Dyson Floatplane Channel & Driveway' project. The project, located in the Matanuska-Susitna Borough, involves constructing a canal and two gravel driveways to provide floatplane access to an unnamed lake from an existing airstrip. The proposed work includes excavating 4,000 cubic yards of material from 0.33 acres of wetlands and placing 20,000 cubic yards of fill into 0.66 acres of wetlands.
The applicant, represented by HDL Engineering Consultants, LLC, states the project aims to address an unmet demand for floatplane facilities in the southern Matanuska-Susitna Borough. Mitigation efforts include limiting the size of the driveways and purchasing credits from an approved wetland mitigation bank to compensate for permanent wetland loss. The applicant noted that an attempt to secure upland access via a neighboring property was unsuccessful.
The public comment period for this certification request is open until November 6, 2026. The DEC will evaluate the project's compliance with state and federal water quality standards before deciding whether to certify, certify with conditions, or deny the request. Interested parties may submit comments via the DEC website or email.
