DOT&PF Public Comment Period: Juneau North Douglas Highway Rockfall Mitigation Project

About this event

The Alaska Department of Transportation and Public Facilities (DOT&PF) has announced the commencement of engineering and environmental studies for a rockfall mitigation project on North Douglas Highway, specifically between Mileposts 9.9 and 10.4. The project, identified as SFHWY00725, aims to stabilize slopes, scale loose rock, and reconstruct catchment areas in a region prone to rockslides. The project is located near a flood zone VE, and the agency anticipates the environmental documentation will be processed as a Categorical Exclusion (CE) under the National Environmental Policy Act (NEPA). DOT&PF is conducting these studies under a Memorandum of Understanding with the Federal Highway Administration (FHWA) dated April 13, 2023, pursuant to 23 U.S.C. 327. Construction for the mitigation efforts is currently projected to begin in 2028. The agency is soliciting public comments regarding potential environmental, social, and economic impacts, as well as effects on historic and cultural resources. Comments must be submitted to Environmental Impact Analyst Connor Brown by November 5, 2026.
