Summit Ridge short plat carries estimated $9,512 water assessment

A short plat approval for the Summit Ridge Subdivision carries an estimated $9,512 water assessment tied to water main frontage on Aurora Street.

Anchorage Platting Officer Elizabeth Appleby approved the plat for Lot 5A on July 13 for 24 months, subject to conditions. The assessment appears in the action's advisory comments rather than among the conditions of approval. It reflects a levy-upon-connection rate of $0.46969.

The conditions require the owner to resolve utility easements and to add the case number to the title block. They also require plat notes barring the property owner and utilities from re-grading the property in a way that alters drainage patterns shown on the approved grading and drainage plan without prior approval from the Anchorage Building Safety Office. A second note bars obstructing, impeding or altering approved drainage facilities in any way that adversely impacts adjacent properties or rights-of-way.

The order also requires the owner to close out a septic permit issued for a septic tank replacement. If the property connects to public water and wastewater, the owner must either obtain a Certificate of On-site Systems Approval or decommission the existing onsite facilities. The owner of Lot 6, where a survey shows a well, faces the same requirement if that property connects to public water and wastewater. The case is filed as S12897, and the septic permit as OSP231297.

Sewer service requires mainline extension

Sewer service is not a matter of hooking up. "AWWU sanitary sewer is not available to this parcel," Appleby wrote, and a mainline extension is required.

Sewer assessments will be handled under a private development project. Both points are listed as advisory comments rather than conditions.
