Mat-Su Platting Board approves Primrose Point Phase 4 preliminary plat despite unresolved driveway questions

The Matanuska-Susitna Borough Platting Board approved the preliminary plat for Primrose Point Phase 4 without objection, relocating an internal road beyond its originally approved position. Driveway access for lots 16 through 20 fronting Lone Cub Drive remains unresolved.

Engineer Steve Panone of Pinon Engineering told the board the original plans could not be built as drawn. The original road alignment exceeded a 10 percent grade, violating code requirements. Moving the road allowed the subdivision to meet those standards.

Planning staff deferred the driveway question to pre-construction engineering. Planner Chris Kerlin said the Department of Public Works would proceed no further than the preconstruction meeting without shared access resolved: "either you make them do it, or PD&E will at the preconstruction meeting, or nothing will ever happen."

Planning Officer Tyler Young called the approach standard. "This is a very common occurrence," Young said. "This is not out of the realm of ordinary measures." Young added that driveway permits for each lot would still require PD&E approval, likely involving shared access and turnarounds, and that all access issues must be resolved before any lots can be conveyed.

Several neighbors testified with concerns about traffic, density, and the unresolved driveway details. Neighbor Dianne Woodruff, who said she has attended planning hearings on the project since 2005, urged postponement. "You're being asked to approve something that isn't set in stone," she said. The board approved the preliminary plat without objection.
