Anchorage's Planning Department has asked the Planning and Zoning Commission to push back three hearings set for Nov. 9, including a second delay for its review of the state's plan to rebuild the Seward Highway and Tudor Road interchange.

The interchange review was first set for Nov. 2, then moved to Nov. 9. Now planners want it on Dec. 7. Senior Planner Francis McLaughlin wrote that the department "needs additional time to analyze the application."

The project would rebuild the highway's on- and off-ramps and Tudor Road from MacInnes Street to the Old Seward Highway. The commission accepted the state's concept in April, including protected paths for people walking and biking. Construction is expected to start in summer 2030.

A state plan to upgrade traffic signals and lighting on 4th Avenue between Cordova and Ingra streets would also move to Dec. 7. Long-Range Planning Division Manager Daniel Mckenna-Foster cited low staffing and the need for more time to prepare the case.

An ordinance meant to streamline reviews under the city's land use code would move to Dec. 14. Mckenna-Foster wants more feedback on it from the airport and the city's survey office first.
