Anchorage Assembly continues missing middle housing overlay hearing to Oct. 6

Thousands of Anchorage residents along the city's transit corridors will wait until at least Oct. 6 to learn whether a zoning overlay will let their neighbors build taller, denser housing. The Anchorage Assembly ran its public hearing on the measure past midnight Tuesday and continued it without a vote, leaving residents still in line to testify.

The overlay would cover roughly 30,000 parcels along transit corridors, letting property owners opt into 40-foot buildings (30 feet in R-1 zones), 70% lot coverage, reduced setbacks and smaller lots. Assembly members Erin Baldwin Day and George Martinez introduced the measure in June under the Anchorage 2040 Land Use Plan, echoing a national push for so-called missing middle housing. It revives the Transit-Supportive Development Overlay the Assembly paused in October 2025.

Builders told the Assembly that Anchorage faces a shortage of 9,000 homes and said growth should go where roads, utilities and transit already exist. The Anchorage Housing Workgroup and residents of Turnagain and Rogers Park raised concerns about parking, notice requirements, sunlight, setbacks, lot coverage and neighborhood compatibility. They urged the Assembly to exclude R-1 and R-2 zones and areas in seismic zones 4 and 5.

"This is not an anti-housing request," a North Star resident said. "This is more about protecting life and property."

Planning staff told the Assembly that excluding R-1 zones from the overlay could weaken housing production citywide.
