
A Hillside road district taps its own savings to fix its own roads
Roads inside the Mountain Park/Robin Hill Limited Road Service Area on the Anchorage Hillside would get rehabilitation work paid out of the district's own savings, rather than a higher assessment on the property owners who live there. The resolution before the Assembly Tuesday moves $150,000 from the service area's reserve into its 2026 budget for road maintenance.
It's a small window into how the Hillside pays for its pavement. Limited road service areas are self-contained districts, most of them on the Hillside, where property owners pay assessments only for their own roads and get the work done through private contractors. "They're only responsible for paying for the maintenance on their little strip of road," Assembly member Erin Baldwin Day said at a January budget workshop. Money a district doesn't spend in a year rolls into its own reserve, and this is that reserve being spent, on the district's own roads, by request of its own board.
The board asked for the drawdown, and the administration says it leaves enough set aside to meet the district's obligations for bond rating and emergencies. The money would go to summer rehabilitation work.
Mountain Park/Robin Hill isn't the only Hillside district reaching into savings this way. A separate $213,150 appropriation was proposed from the Birch Tree/Elmore service area's reserve, also for summer road rehabilitation.
