A federal rule would ease buying Alaska seafood for school meals
More than half of Alaska's school districts already serve local seafood, and much of it has reached the tray through donated catch and grant-funded workarounds. A federal rule taking effect Nov. 9 is about whether they can simply buy it.
The rule lets school districts, child care providers and summer meal sponsors write a local product specification into a solicitation, give local bids a scoring advantage, or do both, using terms like "local," "locally raised" and "locally caught." Sponsors define the area themselves. It covers the National School Lunch Program, the Summer Food Service Program and other child nutrition programs.
It takes effect on its own. USDA published it as a direct final rule on Sept. 9, which means it becomes effective Nov. 9 unless the agency receives written adverse comments by Oct. 9. A single substantive objection forces a withdrawal.
What the workarounds have looked like: in Sitka, commercial fishermen donated their catch and the district paid for processing, and students in every school eat locally caught fish on Wednesdays, a goal the community set at a health summit in 2010. The North Slope Borough School District found a way onto fresh halibut through an Alaska Grown grant. Petersburg's district, with 466 students across three schools, serves halibut, coho and sockeye salmon, pollock, black cod, and herring eggs harvested on kelp, a traditional food it puts on the salad bar.
The option itself is not new. USDA's 2024 rule already allowed both strategies and left operators to define "local," and the agency calls this one a clarification. It remains optional. The National Sustainable Agriculture Coalition says clearer mechanisms benefit local producers but could disadvantage vendors outside a sponsor's defined area.
