I'd like to call this special city council meeting, uh, regarding the negotiations of the general manager's employment contract of April 30th to order. Will you please call the roll? Matani? Yes. Bradbury?

Ketchikan City Council would like to respectfully acknowledge the traditional first people of this land in Ketchikan, the Tongass Tlingit people. Bring this down to communication, uh, we have one on lay on the table which is a, uh, request from Bergen Wheeler, the Ketchikan general manager of JAG. Um, he has requested letter of support for the Ketchikan Council for the application to a Marriott small shipyard program to increase catch can shipyard efficiencies and ability to provide a new burn table and, uh, test bank. So this is, um, something to add for potential new construction efficiencies and improve JAG catch can competitiveness and allow continued expansion. So I'm looking for 4 hands to send that out.

That brings us down to item 5, which is executive session. Um, there's a request for an executive session to discuss negotiation of the city manager, general manager employment contract. Do I have a motion? Your Honor, I move the city council declare, consistent with the acting assistant city manager's memorandum dated April 27th, 2026, It is in the best interest of the city to review and discuss the employment negotiation terms and conditions of Glen Adams as the selected city manager, general manager, in executive session in accordance with KMC 2.04.025 to discuss matters the immediate knowledge of which would clearly have an adverse effect upon the finances of the city. I have a second.

All right, come back to order. Uh, the council met in an executive session. Uh, we worked on negotiations with Mr. Adams and did not reach an agreement. Mr. Adams turned down our final offers. And so with that, uh, we have given staff direction.
