Thank you very much. Staff report. Thank you, Madam Chair.
Aileron Acres— wow— Aileron Acres is creating 6 lots taking access from a proposed internal road. Access to the proposed subdivision is from East Heartlake Loop, a borough-maintained road. A topographic map and as-built information were submitted pursuant to Borough Code 4315.016. Based on the submitted information, there are currently no setback violations, nor will any be created by the recordation of the proposed Aileron Acres. A soils report was submitted pursuant to borough code.
This is at exhibit pages 7 through 18. Steven Panone, registered professional engineer, notes that a— as required by MSB 4322-81 and based on available soils, existing water table information, groundwater monitoring results, and the proposed preliminary plat, Each of the proposed lots can provide at least 10,000 square feet of contiguous usable septic area and an additional 10,000 square feet of usable building area. A preliminary road and drainage plan was submitted and is seen at exhibit pages 19 through 27. An ADT was submitted, as seen at exhibit pages 32 and 33. Based on the supplied ADT, the proposed internal street will need to be constructed to borough residential street standards pursuant to the 2022 subdivision Division Construction Manual.
No upgrades will be required to the existing roads. A stormwater management report was submitted and is at exhibit pages 34 through 125. The borough's Department of Public Works Pre-Design and Engineering Division submitted the following comments: PD&E will require cross-culvert under the proposed road location to be determined later. Sheet C2.0 shows the available site distance. However, the endpoints of the site distance triangles are not located in the of the approach line.
Please revise. Please show the minimum intersection angle of 70 degrees is met per the 2022 subdivision construction manual. Please note that Engstrom Road is on the official streets and highways plan as a major collector, which requires a minimum right-of-way width of 80 feet per the 2022 SCM Section B-02. PD&E recommends the petitioner voluntarily designate building setback on the plat to allow for future expansion of the road, per B-05. Planning staff notes that the petitioner has since worked with PD&E and has provided updated agenda plat showing the intersection angle and adding the requested building setback information alongside North Angstrom Road.
Matsuburo Development Services submitted the following comments: each access or encroachment constructed during the subdivision road development shall be reported to the permit center for documentation. Cluster box pullout location should be designed using Matsuburo standard drawing and in alignment with lots as shown on the plat layout. North Lakes Community Council submitted the following comments: the North Lakes Community Council does not oppose the development. The engineering analysis appears thorough and complete. They note that they are concerned about the traffic impacts of all developments on Engstrom Road and request that any platting action adding traffic to Engstrom include a statement detailing the current Engstrom Road capacity, the estimated ADT before the development and after.
Planning staff notes that an ADT meeting code requirements was submitted. An ADT of Engstrom Road would be beyond what code requirements— code requires for this planning action. No objections were received from any utilities at the time staff report was written. There were 2 comments received from the public in response to the notice of public hearing. Bruce and Lisa Rule, property owners to the northeast, submitted comments with concerns about the intersection of Bogart and Engstrom Road.
Clayton Childs, a property owner to the southwest, submitted comments with objections to the subdivision due to the condition of Engstrom Road and the traffic congestion at that intersection. After the report was written, there was one comment received from the public with concerns about further subdivision reducing forest cover, timber, and natural appeal. In conclusion, the proposed Aileron Acres is consistent with state statutes and borough code. No objections were received from any federal or state agencies, borough departments, or utilities. Once the internal road and cul-de-sac have been constructed, all lots will have the required legal and physical access, as well as the required frontage pursuant to code.
A soils report was submitted certifying that all lots have the required usable area. At the time the staff report was written, there were 2 comments received from the public with concerns and objections. After the report was written, there was 1 comment with concerns. Staff recommends approval of the proposed Aileron Acres with 7 findings of fact and 7 recommendations of conditions of. Approval.
