From the transcript

If our grid cannot support any industry, the permit will not be granted or the power sales— I should actually ask directly, Director Harbour, if a request is made to purchase power and our grid can't handle it. And I know this feels rhetorical, agreement would not be signed. Yes, correct. The application would be approved without assembly approval. The way I'm looking at it is the large commercial move from just large commercial now to 3 different tiers, and each one would require more studies and more data and a percentage of what our peak power is to leave us some residual.
