From the transcript

I'm Paul Costell. I'm here with the Chamber of Commerce. Blake's out of town, and also I've got some folks here in the back. They assigned me the speaking duties, so I'm here on behalf of the first reading of the pull tab ordinance. Just wanted to remind everyone that the state developed the charitable gaming in 1960, 66 years ago, and it's for enacting regulations allowing games of chance like pull tabs, raffles, bingos to give religious, educational, civic, and veterans groups a reliable funding stream.
