The Division acted then to prevent manipulation of the ballot and to protect voters from purposeful confusion, consistent with its responsibility to maintain fair, neutral, and trustworthy elections. Upon receiving the complaints and evidence suggesting Mr. Sullivan's candidacy was filed to confuse voters, the Division determined, based on the declaration of candidacy and additional evidence submitted, that he was ineligible. Evidence in the record showed that Mr. Sullivan had never previously used Dan Sullivan in state records. He had never affiliated before as a Republican in 40 years of Alaska voter history.
