It is grounded in the letter we received from the legislators suggesting that they, they are confident that the money will come through, and I have a degree of confidence as an individual member of the board, that at least some of that money will come through. Um, but I thought that it was really incumbent upon the board to make sure we emphasized what available unassigned fund balance really is. Yes, it's available, but it doesn't mean that it should be spent willy-nilly.
