From the transcript

When we went out for bid, we didn't get a single bidder for that project. A couple years later, we ended up closing the school. When we moved ANCCS into the school, the fire marshal gave us a waiver as long as ANCCS was there, and it was going to expire when they vacated that facility. They gave us one more extension when Rikka Shula moved in, but currently we do not have an approved waiver from the fire marshal to occupy that space as a school. We had explained this to the mayor's team.
