Kodiak school board has posted no minutes since July 13, through eight meetings and a ninth on Monday

The Kodiak Island Borough School District Board of Education meets behind closed doors Monday on a personnel matter, and the public record of the meetings already held stays blank.

The district posted notice Friday, September 25, of a special meeting September 28 at 3 p.m. in the District Services Conference Room, F140 of the old high school wing. The agenda carries one substantive item, an executive session under Board Bylaw 9321, followed by "Actions Resulting From Executive Session (If Needed)."

The board's page on BoardBook, where the district publishes its agendas, lists twelve meetings since July 13. Each has a published agenda. None has minutes in the minutes column. The last meeting with minutes posted there is the regular meeting of July 13. No work session or retreat in that record carries minutes back to September 2025, so the count that compares is of regular and special meetings: eight held without posted minutes, and Monday's would be the ninth.

Monday would also be the seventh of the nine concerning a personnel matter and the fifth with an executive session. Seven of the twelve carry no executive session at all, including the August 17 and September 21 regular meetings, which carry no personnel item either.

The consent agenda for the September 21 regular meeting, the block of routine items a board approves in one vote, states that "The Board of Education Clerk has prepared draft minutes for approval," with attachments for the August 17 regular meeting and the special meetings of August 28 and September 4. The minutes column against each of the three remains empty. Five meetings have no draft minutes in any packet: August 18, September 1, and all three meetings of September 21. The agendas credit board clerk Jesse Mickelson and secretary Wes Hanna with preparing them.

The August 28 agenda and the September 4 agenda described an executive session "to discuss a Personnel Matter, a subject which may tend to prejudice the reputation and character of any person, provided the person may request a public discussion." The two September 21 specials and Monday's agenda say only that the session is per Board Bylaw 9321, to discuss a personnel matter. The dropped clause tracks AS 44.62.310(c)(2), and it is the clause that tells the person under discussion they may ask for the discussion in public.

The same three agendas dropped something else. August 28 and September 4 opened community comments, limited to three minutes, before the executive session. The two September 21 specials and Monday's agenda have no community comment item.

Most agendas carry a notice that, under Board Bylaw 9324, a temporary recording of the meeting may be made for the purpose of creating minutes, and that the camera is placed in plain view. That recording provision has not produced posted minutes for any of the eight meetings held so far.

State guidance from the Department of Commerce, Community, and Economic Development treats personnel subjects as lawful grounds for a closed session that is part of a public meeting, not a separate secret one. The statute requires a body to convene publicly first and decide by majority vote, and requires the motion to describe the subject with specificity. Action may not be taken in the session except to direct an attorney or labor negotiator.

The two subcommittee special meetings, on August 18 and September 1, carry no executive session item and no community comment period. The business reads "Personnel Matter (KAP)." Nothing in the district's published record says what KAP stands for. The subcommittee is President Kerry Irons, Vice President Jim Pryor and Treasurer Mike Litzow, three of the board's five voting members.

Daniel Brigman became superintendent July 1. This account comes from the district's published agendas and notices, which carry no explanation of the delay.

Whether the board has taken any action after these sessions is not on the public record. The minutes are where it would appear, and the three drafts are still not posted.
