Kodiak health center gets $300,000 in congressionally directed funds for its own rooftop HVAC

Kodiak Community Health Center will get its own rooftop heating and ventilation unit under a $300,000 federal grant, separating a clinic that the award description says serves more than 4,500 primary care patients from the aging air handling system it currently shares with the hospital next door.

The Health Resources and Services Administration awarded the money to the Kodiak Island Health Care Foundation under award CE260027, signed Sept. 9, with a performance period running from Sept. 30, 2026, through Sept. 29, 2029. The record classifies it as congressionally directed spending rather than a competitive award. The full $300,000 is obligated, with no local match.

The award description states the shared system was originally designed for Providence Kodiak Island Medical Center, before the health center expanded into its current space at 1911 E. Rezanof Drive, and that a dedicated unit would reduce the risk of service interruptions caused by the aging shared infrastructure. It notes the clinic sits on an island reachable only by air and sea. The work covers final engineering and design, procurement, permitting, fabrication, installation, testing and commissioning, and is expected to take roughly 9 to 12 months following the award.

The Kodiak Island Borough Assembly decided not to proceed with a Notice of Federal Interest for the health center's capital project. Sean Williams told an assembly meeting that Providence would end up in charge of the rooftop design for the health center, that borough renewal and replacement money would be spent on an entity that does not pay into it, and that the health center should have a role in designing its own rooftop unit.

The borough is separately seeking to accept $3,850,279 in grant funding to replace the hospital's chiller.
