Staff Recommendation
Borough planning staff recommend approval, noting that the parcels fall within the conservation land use designation in the borough's comprehensive plan and that the rezone would align with that designation. Planner Chris French said the rezone would trigger a mandatory 50-foot stream buffer under borough code. "With the applicant going back to the C District, it brings that requirement in place for any development that takes place," French said.
The commission is an advisory body. Its recommendation goes to the Kodiak Island Borough Assembly for a final decision.
