Kenai Elks Lodge RV spaces get a city permit after years without one

Six RV spaces at the Kenai Elks Lodge are finally operating with a city permit, after years of running without one. The Planning and Zoning Commission approved it unanimously on Wednesday, Aug. 26.

The small park, on a one-acre lot at 205 Barnacle Way, has water and electric hookups and sits in a zone where RV parks need a conditional use permit. It just never had gotten one — though Planning Director Kevin Buettner and a staff report noted it had operated for years "without any issues or complaints." Dumping isn't allowed on site; guests have to use an authorized dump area and haul out their own trash.

The lodge gave notice but skipped the hearing, so commissioners heard no direct testimony. The lone public comment — from a neighbor who supported the permit — was left out of the packet by an oversight, Buettner said, even though the report claims it was included. The approval comes with routine conditions, including a yearly report and a fresh permit if the operation ever expands.
