Juneau's Mendenhall barriers came from a federal stockpile in Illinois

Nearly 1,900 Mendenhall Valley homes are under an evacuation advisory ahead of a glacial lake outburst flood expected Aug. 1-9, according to earlier reporting on Juneau's flood preparations. The temporary barriers installed along the Mendenhall River to reduce that risk trace to a federal stockpile in Illinois, the Alaska Division of Community and Regional Affairs said in its July newsletter.

The US Army Corps of Engineers shipped about 37,800 linear feet of barrier wall, 400 supersacks and 112,000 sandbags from its Illinois flood-fight stockpile in 2025 for Phase 1. Juneau installed that phase for $7.83 million. Borough taxpayers cover 60% of the cost. Properties inside a local improvement district are collectively responsible for the remaining 40%, with assessments capped at $6,292 per parcel. Riverfront owners in the district have described the barriers as a necessary short-term measure rather than a long-term solution. They note the barriers are designed to last up to 10 years while they shoulder thousands of dollars in cost shares, and while options such as buyouts or major river engineering remain uncertain.

The Corps announced completion of Phase 2 in July 2026. That work cost about $35 million and was funded entirely by the federal government under a Public Law 84-99 Advance Measures agreement, unlike Phase 1's local cost-sharing. The barriers held up during record flooding in August 2025, but the Corps treats the system as temporary, adaptive infrastructure rather than a permanent fix. That approach places Juneau within a broader pattern of communities in glacier-fed watersheds responding to rising glacial lake outburst flood risks with emergency structures, new monitoring tools and unresolved long-term adaptation questions.
