Hillside road service area seeks $150,000 from its own reserve for summer road work

Roads inside the Mountain Park/Robin Hill Limited Road Service Area on the Anchorage Hillside would get rehabilitation work paid out of the service area's own savings, not out of a higher assessment on the property owners who live there.

The resolution was scheduled for reading before the Anchorage Municipal Assembly on Tuesday, Aug. 4. It appropriates $150,000 of undesignated fund balance from the service area fund into the area's 2026 operating budget. Available material does not establish whether the Assembly took action on it. The Maintenance & Operations Department would administer the money, booked to contractual services. The measure authorizes the funds for year-round road maintenance within the service area. The administration's memorandum says the money "will primarily be utilized for summer maintenance projects for rehabilitation of roads" there. The resolution would take effect immediately upon passage and approval. The measure is AR No. 2026-215, and the administration memorandum is AM No. 502-2026.

The Mountain Park/Robin Hill LRSA Board of Supervisors requested the appropriation. The memorandum says the drawdown conforms with the Municipality of Anchorage Fund Balance Designation Policy. It also says enough money stays set aside to meet policy levels for bond rating and operating emergency designations.

Limited road service areas are geographically defined districts, most of them on the Hillside. Property owners in them pay assessments for maintenance on their own roads and receive service through private contractors. Money left unspent in a calendar year carries over into that service area's reserve, according to the Hillside Community Council. At a Jan. 9 "Our Muni, Our Budget" workshop, Assembly member Erin Baldwin Day said: "They're only responsible for paying for the maintenance on their little strip of road."

The request resembles one from another Hillside district. A $213,150 appropriation from the Birch Tree/Elmore LRSA fund balance was proposed, also for summer rehabilitation.
