Juneau nonprofit gets $3,797 federal roof job that no one else could bid on

The General Services Administration awarded a $3,797 task order to REACH, Inc., a Juneau nonprofit employing people with intellectual and developmental disabilities, to clean the roof of the federal building in Juneau from Aug. 13 through Sept. 30. The order covers removing leaves and debris and washing off algae and slime to prevent damage, according to the award record.

GSA did not pick REACH from a field. The record codes the purchase as not available for competition, with only one source, authorized by statute, and gives AbilityOne as the reason.

REACH serves people with intellectual and developmental disabilities across Southeast Alaska and is listed by GSA as an AbilityOne contractor, a federal program placing blind or significantly disabled workers on federal contracts.

The record does not name the building, saying only that the roof is on the federal building in Juneau.
