The Fairbanks North Star Borough is applying for money from the federal Recreational Trails Program, which pays for trail projects, to start a trail around Chena Lake and to rework the Flicker Trailhead at Tanana Lakes, and residents have until Oct. 31 to comment, according to state public notices posted Friday.
