Planning and Zoning Commission Hearing on Tozier Tract Land Use Redesignation (PZC Case 2026-0112)

The Anchorage Planning Department is proposing an amendment to the Anchorage 2040 Land Use Plan (LUP) for a single parcel known as the Tozier Tract (Parcel ID 008-051-01-000). The proposal seeks to redesignate the property to 'Town Center' with a 'Transit-Supportive Development' growth-supporting feature. This change is intended to clean up the 2040 LUP map, resolve split-lot zoning issues, and align the parcel with simpler planning frameworks that support the Mayor's '10,000 Homes in 10 Years' housing strategy. The parcel, located along Tudor Road, has been the subject of previous discussions regarding housing development and land trades. While the redesignation does not rezone the property, it establishes a foundation for potential future rezoning. The Planning Department recommends approval, noting that the change is consistent with the goals of the 2040 LUP and the Assembly's Housing Action Plan. Agency reviews were conducted by various municipal departments and the Alaska Department of Transportation and Public Facilities (DOT&PF). While most agencies had no objections, the Anchorage Water & Wastewater Utility (AWWU) noted the presence of easements and a sewer main, and the Parks and Recreation department expressed interest in maintaining trail access and designating wetlands as park land. The proposal is scheduled for a public hearing before the Planning and Zoning Commission on September 21, 2026.
