Planning and Zoning Commission Hearing: Basher Trailhead Parking Lot Major Site Plan Review

The Municipality of Anchorage (MOA) Project Management and Engineering Department, in coordination with the Parks and Recreation Department, has requested a major site plan review for the Basher Trailhead Parking Lot project. The proposal involves replacing an existing 16-space gravel lot with a new 52-space paved facility, including three ADA-accessible spaces, a new driveway, signage, bike racks, a restroom, and an orientation kiosk. The Planning Department recommends approval of the project, finding it consistent with the Anchorage 2040 Land Use Plan and relevant municipal codes. The project is located within Far North Bicentennial Park and is funded in part by Chugach State Park Access Service Area (CASA) bond money approved by voters via Proposition 9. Conditions for approval include adding the site address to signage, verifying bicycle parking clearance, and providing a long-term maintenance and financial sustainability plan. The project has received prior support from the Anchorage Parks and Recreation Commission through resolutions 2026-02 and 2026-14.
