The U.S. Fish and Wildlife Service (FWS) has issued a final rule to open or expand hunting and sport fishing opportunities at 111 field stations. This initiative includes 107 units of the National Wildlife Refuge System and 4 units of the National Fish Hatchery System. Notably, this rule introduces hunting or fishing access for the first time at 14 National Wildlife Refuges and 3 National Fish Hatcheries, totaling over 1,450 new opportunities for public access.
The regulatory changes are implemented in accordance with Secretary's Order 3447 and Director's Order 233. The FWS stated that these updates aim to improve regulatory clarity, reduce public burden, ensure consistency across agency lands, and meet federal plain-language standards. The rule became effective on August 31, 2026.
Public comments regarding information collection requirements associated with this rule must be submitted by October 1, 2026. Comments should reference OMB Control Number 1018-0140 and can be submitted via the federal regulatory portal or directly to the Service Information Collection Clearance Officer.
